Land owner has rented out property in the past with no running water, no septic and no power. The mobile home is not anchored in any way and doesn't have safe egress at any entrance. The home is also 70% on the neighbors property. And 100% In the power company right-of-way. Directly under the main power lines. Please help!!! The sewage has gotten on my dog.

Site visit. Not sure I?m was at the correct house. Have emailed complainant. Did not look closely in the back yard. Per water dept, water is turned on under a Phillip Martin
4/17-site visit. No sewage observed and home appears to be vacant
