Update on this illegal trailer park, as of Friday: there are 3 homes on this 1 acre parcel. None are tied in with a septic tank. None have field lines. It appears the two houses (trailers) sewer lines are going directly into the ground; and photographs have been made available to confirm this by an earnest local utilities worker. The existing singular septic tank used by the former owner appears to be abandoned. There are connections to the former (defunct) FEMA trailer park tanks on the northern end of the parcel; but these are not being used. The effluent is reportedly going right into the ground and has been for going on two years. I acknowledge that Stephanie had been reportedly keeping an eye on this parcel since 2016, but this risky situation had been completely overlooked by her, for reasons unknown to me. This morning, there continues to be multiple families residing on the parcel, with about 5-6 (or more) cars parked there. The property owner continues to work on the final set up of the new trailer set up there last week (a double-wide). Clearly, these new owners are moving ahead to bring in as many trailer park residents as they can for profit. But, there is no septic system in place and the front parcel continues to flood out at about 2" approximately post-rain events, potentially bringing contamination and disease to the whole of the community. Stephanie and I have visited this site multiple times. There is no sewer discharge from the two existing mobile homes. The third home recently did an application with us for their wastewater permit. We again walked the entire property and did not find any malfunctions with the original two homes. There is plenty of room for a new system for this new double wide and a recommendation has been issued for that home. We talked with the two families at the property. They are related (brothers) and are not renting these homes for public use. Therefore, according to our definition of a Manufactured Home Development, this would not be considered a commercial site.
