Complaint  PLEASE DIRECT THIS CONFIDENTIAL COMPLAINT TO STATE OF MS DIRECTOR OF FIELD SERVICES AND TO DIRECTOR OF MS HEALTH DEPARTMENT. This is a former FEMA Katrina Park owned by County Supervisor Havard and leased to or owned by Ricardo Fuentes. AT PRESENT, Fuentes is moving new trailers and recreational vehicles in daily. Two were just moved in overnight. No trailers have moved out. There is a new sign out front indicating its official status as a COMMERCIAL trailer park. As a FEMA trailer park, the septic tanks, with no field lines, leaked almost immediately with effluent forming huge lagoons on top of the ground. Fuentes has subsequently put in two or three new septic tanks. It is unknown if Fuentes is still using the old FEMA septic tanks as well. THIS IS A THREE-ACRE PARCEL WITH NO STORMWATER MANAGEMENT. There is nowhere for the storm water to go. There is limited land to process the waste and wastewater of a medium to large commercial trailer park. Water and waste are carried throughout the community that is comprised mostly of sick and elderly people. Up until 2019, the State of Mississippi Health Department declared this parcel to be restricted to ONE DWELLING ONLY. In 2020, I was emailed by the State of Mississippi Health Department confirming that this lot could only be used for one dwelling, one family. Now, the new owner is moving in countless "dwellings" within his new "park" for profit. THERE IS INADEQUATE LAND TO PROCESS THIS EFFLUENT. YOU MUST DO SOMETHING. If Mr. Fuentes and Mr. Havard wanted to open up a big trailer park, it is not as if there is a shortage of empty acreage for sale within George County. You are going to sicken and kill the rest of the community through the irresponsible actions of the county health department and the state health department, if it sits by and takes no action. Investigation History  visitied site, no malfunctions were seen, area very clean, no vector issues seen. MSDH allowed 2 existing systems to be used for the two moblie homes, and new systems were installed by licesend septic installer for RVs. This is has been inspected and approved for use by MSDH.
