This is - perhaps - the 10th complaint I have sent to your office.

Healthy Mississippi? Your office's decisions are likely going to cause each of the residents (and our animals) on this tiny dead-ended street to get sick and die.

The State of Mississippi authorized George County to authorize a commercial trailer park on this small acreage, which is between 3 and 5 acres.

1) It is a former Katrina FEMA trailer park, which was condemned by the State of Mississippi in 2007. This is because the 12 - 20 septic tanks were installed illegally and improperly, with zero field lines. The lines were simply folded up and thrown into the hole with each tank. THIS TRAILER PARK FORMED HUGE EFFLUENT LAGOONS ON THE SURFACE WITHIN TWO WEEKS OF OPENING. There is no stormwater drainage in this neighborhood. It - too - is dead-ended. This acreage, like many of the other lots, become swimming pools after moderate rainfall events.

The owner, Supervisor Larry Havard, using a strawman, attempted to re-open the park in 2009. The State of Mississippi shut it down. Havard promptly installed a new big commercial water well. The State of Mississippi shut off electricity, and the trailers moved out.

2) In 2019, this acreage was sold by Havard to Ricardo Fuentes reportedly in a land-lease deal. Havard is still, reportedly, the owner. The old septic tanks were not removed. Three new septic tanks were installed with lines. BUT, THE LOGISTICS DO NOT CHANGE. THIS SMALL LOT LACKS THE LAND FOR PROPER AND SAFE SEWER DRAINAGE FOR MULTIPLE DWELLINGS.

3) Fuentes immediately set up multiple trailers on the REAR ACREAGE for rent - about two acres. One trailer is 3-bedrooms, the other is 1, and the other unknown. These are known as 144 (a) through (c) Katie Eubanks Road, Lucedale, MS 39452. See photos.

4) Fuentes is also selling pads on the front acreage, or about TWO ACRES. There were TWO trailers set up on the front acreage.

BUT DURING THE PAST WEEK, FUENTES IS MOVING TRAILERS ONTO THIS TWO-ACRE PARCEL EVERY TWO DAYS, BUT USUALLY IN THE MIDDLE OF THE NIGHT. ONE MORE FULL-SIZED MOBILE HOME WAS MOVED THERE DURING THE EVENING. SEVERAL DAYS AGO, TWO MORE SMALLER MOBILE HOMES WERE SET UP ON THE SAME PARCEL.

5) The former FEMA septic tanks were never removed from this plot. Therefore, efficient field line activity is still hampered. The lines have limited land to process the effluent.

6) This 3-4 acre plot cannot handle the effluent from multiple dwellings, multiple families. IF MR. FUENTES WISHED TO OPEN A COMMERCIAL TRAILER PARK, THERE IS PLENTY OF RAW LAND ELSEWHERE HE COULD HAVE PURCHASED, BUT DIDN'T.

7) This neighborhood, according to the State of Mississippi and the County of George and based on PERKS, can only handle 1 DWELLING PER TWO ACRES.

8) Supervisor Havard is likely greasing the skids for this to happen. Otherwise, THE STATE OF MISSISSIPPI HEALTH DEPARTMENT WOULD NOT HAVE ALLOWED THIS TO HAPPEN. If not that, I remain baffled.

Again, Healthy Mississippi? The long-time residents of this tiny neighborhood are going to be your sacrificial lambs if this is allowed to continue. An abundance of empirical research evidence evinced the transmission of COVID-19 through urban sewer systems and inadequate rural septic systems.

PLEASE OBEY YOUR OATHS OF OFFICE AND HEALTH ETHICS. Please do something!!!! I should not have to write all of these letters. THIS IS SOMETHING YOU SHOULD HAVE ALREADY BEEN ON TOP OF.

If the George County Health Department is wagging the tail of the State of Mississippi Health Department, simply let me know.

Investigation History  This has been checked multiple times. There are no visible violations concerning wastewater. Property owner has filed a commercial application and taken all required steps.
