Complaint
The homeowner(Shane Wilkins)has removed his spray heads, and the water is released thru a pipe into his yard near my property line. The water is stagnant and maintains a pool approximately two feet deep. I have asked him to bring this up to code, and he refuses and claims it is due to my drainage since its making my yard wet. He is also discharging pool water.
I have pictures and video.

Investigation History
8/17/2023:
I visited the site but did not observe any wastewater in the mostly dry drain way between the two properties. The complaint showed me videos of what he claimed was his neighbor pumping his sewage into the ditch. I asked that he contact me the next time he sees this occurring so that I can come inspect.
8/22/2023:
Followed up while in area. Did not observe any wastewater in ditch.
8/31/2023:
Followed up while in area. Did not observe any wastewater in ditch.
10/13/2023:
Followed up after being contacted by complainant on 10/12. I did observe a small amount of water pooling in the ditch in question despite no recent rains. I could not verify that it was wastewater. Sending letter to Shane Wilkins to ask that he contact me to arrange a time to meet on his property.
10/18/2023: requested letter he sent via regular mail
10/23/2023:
Mrs. Wilkins contacted me after receiving letter. I inquired about coming by to observe her treatment plant with spray irrigation operate. She stated that she would have to have her husband call me.
10/27/2023:
I was finally able to speak with Mr. Wilkins, who acknowledged that his wastewater does discharge into the drainway in question. He stated that he did not understand why it mattered since the water was treated. I explained that it is illegal for wastewater to leave the property of its generator, treated or not. He then state that he has several neighbors who are doing the same thing. When asked for their names and addresses, he stated that he did not want to be ?that neighbor.? He indicated that he would be out of town the following week, but would try to get in touch with someone to come out and modify his system when he returns. I asked if he thought it could be fixed in the next 30 days and he stated that it absolutely should be.
