Septic water running on top ground causing flys near other home with kids.

7-9-18 Could not determine which residence was 17.
7-16-18 Substantiated complaint. Will send enforcement notice.
9-18-18 Met with occupant and gave him names of local installers. Told him that we would return in approximately 2 weeks. No sewage was observed at the surface but there is potential for wastewater malfunction.
