I bought this property last month but it appears the neighbor has an illegal sewage pond hidden in the back of my newly purchased property. I need the water tested and inspected

Investigation History
Did investigation with property owner. A branch is draining into a man made small pond. Pond area is full of surface drain water, rain water, no sewage discharge.
