Date Of Complaint  04/27/2018 
Complaint  Ray Alexander with A&A septic service in laurel installed septic tank and field line about 3 weeks ago. Ms Blackwell stated she didn?t do an application. She didn?t know she was suppose to do that. They are now having a lot of septic odor and she wants us to come see if the system was installed properly. Please call before coming out.

Investigation History  PHE went to house site above in Covington county. PHE spoke with the complainants Mr. and Mrs. Blackwell. They stated that installer Mr. Alexander put in a new system approximately on 04/06/2018 without permit being issued. Pictures taken of site both near the home and approximately 100ft of field line placed. They stated that they have had any issues with the system, but they were having odor. PHE walked the field line area there is some areas of wetness but that could be from rains that have fallen the past weekend. No active discharge stated. PHE was informed that a new tank was installed in addition to the field line. PHE asked for the invoice for the payment that they did. Home owners couldn't find at the moment. Awaiting an email if invoice is found.
***PHE called Ben Kelly and gave report of what occurred on case. PHE to call Ray Alexander and get his side of the story. PHE to issue enforcement for the property since this was constituted as a new system both tank and field line.

05/08/2018: PHE spoke with Ray Alexander on the property issue out in Covington county. Per our discussion mr. alexander stated that he tied into some existing field line that was discharging and added more product 100 ft of 10" large diameter pipe. Mr. Alexander also stated that he fixed their tank that was collapsing. PHE informed mr. alexander that he would need to contact regional on issue since a case file was placed. Per discussion with regional Ben Kelly this constituted as a repair since he tied into the existing field line with new product that was malfunctioning and placed a new tank that was compromised. CASE CLOSED

05/09/2018: PHE Anthony claytor reached out to Mr. Ray Alexander and stated that per regionals assessment of the issue that it constituted as a repair, but in the future that installer should call PHE if he has a case like this again and prior to working on it he might want to seek Onsite wastewater services. PHE can meet with installer out onsite prior to conducting this type of repair in the future.
