What type healthcare facilities are required to conduct criminal history
record checks (CHRC)?
Hospitals, Home Health Agencies, Hospices, Long Term Care Facilities,
Personal Care Homes (Assisted/Residential Living), Nursing Schools.
Why must a facility conduct criminal history record checks?
During the regular 2003 MS Legislative Session, the Legislature passed House
Bill 1077. This statute required MSDH to develop regulations to implement and
enforce the CHRC process.
On July 09, 2003, the MSDH approved final adoption
of regulations pertinent to CHRC. These regulations go into effect for
healthcare facilities 30 days after final adoption.
Per the statute, what is the definition of “employee”?
The term employee means “any individual employed by a licensed entity. The
term employee also includes any individual who by contract provides to the
patients, residents or clients being served by the licensed entity direct,
hands-on medical patient care in a patient’s, resident’s or client’s
room or in treatment or recovery rooms.”
Who must be fingerprinted per statute/regulations?
Every new employee of the licensed entity who provides direct patient care or
services employed on or after July 01, 2003; and every employee of the
licensed facility employed before July 01, 2003, who has a documented
disciplinary action by his or her present employer.
When may I submit fingerprints to the MSDH for processing?
Fingerprints may be submitted at any time.
How will I submit my fingerprints for processing?
Facilities may submit their fingerprints electronically or by mailing the completed fingerprint application cards to:

What is the fee for processing fingerprints?
The fee for processing fingerprints is $50.00 per Fingerprint Application
Card.

Where do I get the Applicant Fingerprint Cards?
Facilities must get Applicant Fingerprint Cards from MSDH. Each card has a
unique identifier (ORI number) that allows its acceptance into the national
database. MSDH will mail all healthcare providers a packet of cards initially.
Facilities should contact MSDH to request additional cards, when needed.

How can I submit fingerprints electronically?
You can acquire FingerPro software from AD&S,
Inc. There is no charge for the software. Fingerprints can be captured by two
methods:
- Card Scan - The end user scans an inked fingerprint card utilizing the Epson Perfection 4490 Photo flatbed scanner.
- Live scan – No ink, no cards. This device is powered by a USB connection, and is the most technologically advanced method of
capturing fingerprints. Fewer rejections, instant fingerprint quality analysis is available with this option.

How can I purchase a desktop digital scanner certified by the FBI for
fingerprint scanning? Where would I purchase such?
Card Scan devices
The Epson Perfection v500 Photo flatbed scanner is certified through the FBI and MCIC.
You may purchase your scanner from any office supply business. Please contact AD&S to set up the software installation
and before you purchase your scanner. We will need the serial number of your scanner before your software is installed.
Live Scan devices
AD&S will purchase all live scan devices and deliver them to your facility. You may email them at sales@fingerpro.net or call 601-992-4121 with any questions.

I plan to submit fingerprints for Criminal History Background Check. How do I
pay?
At present, mail a certified check or money order to MSDH, Criminal History
Record Check Unit. Personal checks will not be accepted. Facilities may
prepay for any number of fingerprint applications. The monies will be
credited to your account in the CHRC database. As you submit fingerprints,
the database will deduct from your account. Facilities may monitor their
account from the website. When they log in, the account balance and number of
remaining transactions is reflected on the login page. Fingerprints will not
be processed until monies have been received and posted to the facility’s
account.

I do not plan to purchase or use a digital scanner. Where may I get my
employees’ fingerprint taken?
Facilities may send their employees to the local sheriff or police department
to get the fingerprints taken. “Rolling” the fingerprints requires
specialized training and skill and should be done by competent personnel.
Inappropriate fingerprinting results in returned cards to the provider,
prolonged processing time and can result in additional fees for the provider.
The FBI charges the SA after two unsuccessful attempts to process the
fingerprints. If returned from the FBI, the SA will return the unacceptable
fingerprint to the facility. A new fingerprint application, along with an
additional fee of $50.00 will have to be returned to MSDH before the CHRC unit
can process the fingerprints.

Where may I get my employee trained to “roll” fingerprints?
Any individual who takes fingerprints should be trained. There are several
options for training. The immediate solution is to have someone with expertise
in rolling inked fingerprint cards train your staff. This person could be the
local sheriff, police department, or other personnel.
There are many internet based documents and videos that will provide information on taking inked fingerprints.
If submitting by live scan purchased from AD&S, they will train your staff on live scan fingerprinting.

Will the MS Department of Health be responsible for the teaching of the
rolling of fingerprints onto the cards?
The MS Department of Health will not be responsible for this training. The
MSDH does not have the staff or expertise to train in this procedure.

How do I move Fingerpro ID from one computer to another or restore from a backup?
Contact AD&S at (601) 992-4121 (press 1 for support) and set up a time for your migration. We will connect to both computers remotely and handle the process of installing the program on the
new computer and moving the database from one to the other.
